TACTICAL EMERGENCY CASUALTY CARE -
LAW ENFORCEMENT
TRAIN THE TRAINER


 

This MCOLES-approved training program is an intense, three-day/24-hour program that will provide the agency trainer with increased knowledge of officer safety and survival tactics, as outlined in the CICM™ program, and the ability to train members of their agency in Tactical Emergency Casualty Care (TECC). This program is also beneficial to those designated as “MEDICS” within their team or agency to provide care during critical incidents.

 

This program will consist of classroom education, associated skills training, and validation progressing to drills and scenarios in simulated hostile/austere environments. Portions of the training will be physically intense and will integrate other law enforcement skills such as physical combatives, firearms training, injured shooter, stress inoculation and more. Training venues will be both indoor and outdoor and in various lighting conditions.

 

As a “trainer” for your agency, our expectation is that participants must have a clear understanding of the Tactical Emergency Casualty Care (TECC) Guidelines and can properly and effectively assess and care for casualties in all three dynamic phases of care.

 

We will instruct and heavily drill immediate action drills to include casualty extraction and evacuation in a multitude of environments and situations, including open areas, structures, and vehicles. We will provide care during simulated austere environments and provide care during evacuation in moving vehicles designated for casualty evacuation.  

 

We utilize state-of-the-art training equipment and simulators to include manikins and simulated blood that will clot, blood clotting devices, simulators, and more.

 

The following training will be utilized during this curriculum:

  • Force on force with the use of AUFIRE for injured shooter simulation

  • Live fire threat mitigation

  • Live fire injured shooter techniques utilizing handguns

  • Casualty extraction from multiple environments and multi-story buildings

  • Casualty care in moving vehicles

  • Trainer/instructor development

  • Drill/scenario development and implementation

During this training, we will utilize the AUFIRE device to simulate injuries. AUFIRE is the only option that prepares trainees for the instant, intense, random, and distracting immobilization of a body part associated with a debilitation wound.

 

AUFIRE prepares the trainees for the mental challenges associated with being wounded, forcing them to adapt, problem-solve, refocus, and overcome to neutralize the threat effectively. 

 

AUFIRE builds confidence, which buys time and allows for clearer thinking. We will instruct you on how to safely implement this device into your training.

Combined with the participants’ prior training and experience, the drills, scenarios, and firearms training are designed to give the trainer candidate the education and experience to be confident with all skills that they will be training at their respective agency.

 

All participants will receive a digital copy of a TECC PowerPoint program specifically designed for your agency, as well as other necessary documents (course description, objectives, and outline) to efficiently apply for MCOLES approval when training at your agency. At the conclusion of this program, trainers will be prepared to deliver a one-of-a-kind program designed to save lives.

 

STUDENT MINIMUM REQUIREMENTS:

  • Sworn law enforcement officer.

  • Recommended by their respective agency as a trainer or mentor.

  • Attendance of a prior CICM™ course or a TECC course (does not need to be through Storm).

  • Good physical conditioning and able to participate in all training provided.

  • Recommended that candidates have an expanded knowledge of first aid, firearms, defensive tactics, and street skills.

We must reiterate that this program is a very physically intense and demanding course. Participants must be focused and safe during the entirety of this course. Please carefully read the minimum requirements prior to registering.   

 

TRAINER REQUIREMENTS:

  • Full participation in all portions of the training program.

  • Pass the written exam with a minimum score of 90%

  • Pass the practical skills validation to include time standards for critical medical interventions (ie. CAT Tourniquet application, packing junctional wounds, etc.).

  • Successfully provide teach-backs, drill/scenario creation, and implementation of skills during the training program.

  • Trainers are asked to train this program in-house for members of their agency and other mutual aid agencies or agencies with which they work closely.

  • Trainers are urged to remain proficient with their skills after course completion and continue their education.

 

STUDENT EQUIPMENT REQUIREMENTS:

  • Fatigues (uniform will be exposed to simulated blood).

  • Body armor.

  • Full kit for tactical and raid team members.

  • Duty handgun with associated gun belt/holster and three magazines.

  • Eye protection and hearing protection.

  • 500 rounds of handgun ammunition per student (minimum).

  • Force on force handgun that will fit in a duty holster.

  • 100 rounds of handgun force-on-force ammunition per student.

  • Force on force face and neck protector (if available).

  • Groin protection.

  • Note taking materials / Laptop if available.

 

All students must complete, sign, and date the STORM Training & Consulting liability waiver located on Stormtraining.org.

 

Registered participants will be emailed training materials that must be reviewed and studied prior to the start of this program.

 

The cost of this program is elevated due to the amount of expendable medical equipment, simulators, and training equipment utilized. We utilize new and unopened equipment during drills and scenarios to better prepare participants. It is also elevated as we provide a customized training program to bring to your agency.
